A press release from the U.S. Air Force describes this unusual scene as part of the regimen followed by bombardiers in training. According to the publicity materials, 'Daily calisthenics are a 'must' on the program of bombardiers in training at this world's largest bombardier 'college.' In this novel exercise, they use 100-pound bombs to keep arm muscles toned for instantaneous action.' Such photographs were released by the armed forces for publicity, recruitment, and propaganda purposes.
